Nigeria’s proposed dual policing system has moved closer to becoming law after 24 state Houses of Assembly approved the Constitution (Sixth Alteration) Bill, 2026, meeting the required two-thirds threshold.

Chairman of the Presidential Working Group on the National Policing Bill and Chief of Staff to the President, Femi Gbajabiamila, disclosed this in a statement on Friday.

According to the group, the approval by 24 of the 36 state assemblies satisfies the constitutional requirement for the amendment to return to the National Assembly for transmission to President Bola Tinubu for assent.

The amendment provides constitutional backing for the framework that the draft National Policing Bill, 2026, is designed to implement.

The proposed bill seeks to establish a dual policing structure comprising a Federal Police Service and State Police Services to improve security at the grassroots.

The Working Group commended the state assemblies for their decisive action on the reform and appreciated the National Assembly for passing the amendment in both chambers.

It said the draft bills are currently undergoing legislative drafting review and validation at the Federal Ministry of Justice and are expected to be returned on or before Friday, October 30, 2026.

Thereafter, the group will give the validated bills final consideration before presenting them to the President, thereby concluding its mandate.

The Working Group urged all stakeholders to support a smooth transition to a dual policing system that makes Nigerians safer.
