A retired Federal Permanent Secretary, Mustapha Sulaiman, has proposed a three-phase comprehensive reform of the Ondo State public service to improve efficiency and strengthen service delivery across Ministries, Departments and Agencies (MDAs).
Orange FM’s Abraham Isaac reports that Sulaiman made the proposal while delivering a lecture at the 2026 Public Service Week celebration in Akure, Ondo State.
Speaking on the theme, “Harnessing Public Service to Promote Good Governance,” he called for a transition from routine administrative practices to a modern, result-oriented public service focused on improving citizens’ lives.
He recommended implementing the reforms in three phases to address existing challenges and enhance institutional performance.
The retired permanent secretary also advocated a review of the mandates of MDAs to eliminate duplication of duties, clarify responsibilities and strengthen coordination among government institutions.
On policy development, Sulaiman proposed a seven-stage process covering problem identification, research, formulation, implementation, monitoring, evaluation and adjustment to promote evidence-based decision-making.
He further called for integrated digital systems to modernise public service operations, improve efficiency and strengthen service delivery.
In his remarks, the Chairman of the occasion and former Head of Service, Akin Adaramola, urged public servants to uphold professionalism and remain committed to their responsibilities.
Sulaiman stressed that the success of public service reforms should be measured by their impact on citizens rather than the number of policies formulated.
